I need Column A to return a dollar rate based on the time entered in Column B. Column B is in the format: MM/DD/YYY HH:MM. The date does not matter, it is only based on the time. If the time is between 8 am and 4pm, return 42. If between 4pm and midnight, return 52. If between midnight and 8am, return 60.
